The World. Time-based Stands are the scariest in the show. While Diavolo and King Crimson are icily, terrifyingly efficient killers, they're hampered by their short range, inability to attack during the time erased, and reliance on Epitaph to cover up their weak spots.
Melone's Stand in Golden Wind is easily one of the most disturbing Stands from any part of the series. Baby Face is a machine-like Stand that impregnates women and creates monstrous Stand babies dedicated to eliminating their targets.
